Microsoft bing published illegal medical advertisements in China
China's Anti-Malicious Software Alliance announsed that many net users complaint illegal medical advertisements in Microsoft Bing. After the investigation, the China's Anti-Malicious Software Alliance says there are lots of advertisements violate the Standards for the Examination and Publication of Drug Advertisements, Regulations for the Implementation of Drug Administration Law of the People's Republic of China and the Provisional Regulations Concerning Drug Information Service on Internet.
Microsoft China said that they have taken note of relevant information and it takes time to understand the situation.
China's Anti-Malicious Software Alliance is a non-governmental organization.

Beijing Approved the Establishment of the First Private Enterprise
December 3, 1988, the first batch of eight private enterprises in Beijing Dongcheng District received the business license in the Trade and Industry Bureau, marking the new form of capital economy began to receive official recognition.

Zhou Zhengyi Got 16 Years Imprisonment
On November 30, 2007, Zhou Zhengyi was sentenced to 16 years in prison by the Shanghai People's Intermediate Court. Zhou was arrested again by Shanghai authorities on January 21, 2007, on charges of offering bribes and forging value-added tax invoices. He has also been charged with two other counts of bribery and embezzlement.
Zhou Zhengyi (born 1961) is a prominent businessman born and based in Shanghai, People's Republic of China. The flamboyant property developer is described as the 11th richest man in China, with personal assets totalling US$320 million.
Zhou owns an unlisted holding company in Hong Kong, called New Nongkai Global Investments, and 75% of a Hong Kong-listed investment company called Shanghai Land Holdings.
Zhou was detained in June 2003 and placed under investigation for illegally acquiring state land and bank loans. On June 1, 2004, he was sentenced to three years in prison for stock market fraud. This relatively light sentence has given rise to speculation that he is cooperating with authorities in other forensic accounting investigations, especially Chen Liangyu, and then-Shanghai Mayor Huang Ju.
Speculation on Zhou's arrest is centred upon high-level corruption in Shanghai, which may involve protégés of China's former president, Jiang Zemin. China's new leadership team of President Hu Jintao and Wen Jiabao may have decided to make an example of Zhou in order to embarrass Jiang Zemin's associates.
On October 23, 2006, the Independent Commission Against Corruption of Hong Kong obtained approval from a Hong Kong court to arrest Zhou for allegedly providing false information to the city's stock market regulators in relation to his acquisition of a listed company in 2002. In January 2006, Zhou's wife, Sandy Mo Yuk-ping, was sentenced to 3 years' imprisonment in Hong Kong for manipulating the price of Shanghai Land shares with the aim of defrauding investors.

U.S. Download Speeds of Broadband is Only Japan's 3%
On Tuesday this week, Communications Workers of America in a report issued said that the U.S. Internet broadband's speeds of upload and download almost no increase in the past year, lagging far behind other countries.
Communications Workers of America said that over the past year, the average speed of download only grew 0.4 Mbps, to 2.3 Mbps. Compared with Japan and South Korea's broadband Internet connection download speeds were 63 Mbps and 49 Mbps. That is to say, the United States Broadband download speeds equivalent to only 3 percent of Japan or 4.7 percent of South Korea's. The average upload speed of U.S. broadband is only 435 Kbps.
Communications Workers of America hope to use this report lobby the U.S. Congress to develop a national broadband policy. The Association supports the Senate by a Broadband Data Improvement Act, wish to increase the speed of broadband connections.
Larry Cohen, the president of Communications Workers of America, said that it is essential to raising the speed of the broadband connection to maintenance for the United States's competitiveness in the global market. In his blog, he said that it is not to increase broadband speeds to more quickly download movies, but is related to our economy and remain competitive capacity in global markets. The development of rural areas, telemedicine and distance learning are dependent on the real high-speed network.

Regulation About the Energy-saving Buildings
The China State Council recently passed a regulation about the energy-saving buildings. This regulation will go into effect on 1st Oct.
The regulation require real estate developers to express energy consumption information to the buyers, including energy consumption indicators, energy-saving measures and protection requirements, insulation works warranty, and other information. In the scope of the warranty and the warranty period, if there is quality of the insulation works, the real estate developers should take the liability for the loss.
Without the addition of new administrative licensing, under the premise of the new building energy conservation from the implementation of planning, design, construction, to final acceptance, sales of commercial property and the use of the warranty, and so the entire process of monitoring.
The regulation establish public the limit of buildings electricity and announced system. The heating, cooling, lighting energy consumption of the State organs office buildings and large public buildings should be announced to the public.

Australian Two Mining Giant Merger Will be Accepted at China's Anti-monopoly Review
BHP Billiton and RioTinto have submitted the applications of merger to the Chinese Ministry of Commerce for anti-monopoly report. China Steel Industry Association which be on behalf of the Chinese iron and steel sector position have said: China firmly opposes.
Australian mining giant BHP Billiton on the acquisition of another 140 billion U.S. dollars in contract to the mine to the anti-monopoly for the report submitted last month to the Chinese Ministry of Commerce, and China's related departments to accept the antitrust review.
The executive vice president of China Steel Industry Association Luo Bingsheng said last Friday, has been to the Chinese Ministry of Commerce expressed the merger of the position, which is opposed.

China's first anti-monopoly law, which was proposed 15 years ago and was not passed until last year, takes effect on August 1.
The law, seen by some as the "constitution for the market economy" because of its importance in promoting an environment of fair competition, is regarded by investors and legal experts as a landmark law in China's transition to market economy and further opening up.
Foreign investors should take the law as a positive sign for their future investment in China, said Li Shuguang, a professor at China University of Politics and Law, who participated in drafting the law.
