China, US Signed MOU on Textile Trade

Chinese Minister of Commerce Bo Xilai (L) shakes hands with US Trade Representative Rob Portman in London, capital of Britain, Nov. 8, 2005, after signing a memorandum of understanding on trade in textile and apparel. After seven rounds of talks, On November 8, 2005, the United States and China signed a Memorandum of Understanding (MOU) that stablished quotas on U.S. imports of selected textile and apparel products from China.

The MOU went into effect on January 1, 2006, and extends through December 2008, at which time the righ of the United States to invoke safeguards under the textile provision of China's WTO Membership Accession Agreement expires. The MOU supersedes the safeguard actions undertaken by the United States in 2005 in response to rising imports rom China.

"The solution of the textile dispute is in line with the common interests of companies in both China and United States, which will benefit and boost the stable development of the bilateral trade relationship," Bo Xilai, the Ministry of Commerce said in an online statement.

US Final Ruling on Anti-dumping Polyester Film

United States International Trade CommissionRecently, United States International Trade Commission (USITC) made a final ruling on anti-dumping polyester film originally from China, Brazil, Thailand and the United Arab Emirates.

The USITC judged China, Brazil and the United Arab Emirates to conducted dumping in US, have brought about substantial damage to the industry in the United States, and that Thailand was no substantial threat.

According to the USITC 's final ruling on the industrial damage, the United States will impose taxation on the polyester film from China, Brazil and the United Arab Emirates in accordance with the margin of dumping. And because of no damage, the United States will not be implemented anti-dumping measures on polyester film from Thailand.

It is understood that the margin of dumping of Chinese polyester film products involved in the case is from 3.49 percent to 76.62 percent.

Hackers Unlock Google Phone G1

Google Phone G1November 6, through a gaping loophole of Android operating system, some hackers have successfully unlocked the G1 cell phone which has just sold by T-Mobile.

According to the method of unlock which is published in the XDA-Developers Forum, it is very easy to jailbreak, hackers can obtain root authority within one minute.

Hackers use PTerminal software to connect the IP address of the G1, and then get a root authority.

Unlock G1 is easier than Apple's iPhone. The hackers have spent several weeks to hijack the iPhone security measures.

Unlock G1 also has great significance because it allows users to use G1 cell phone beyond T-Mobile expect. As a result of this method to unlock allows users obtain the authority of system control, perhaps G1 will soon be able to run the Symbian, Linux or other smart phone operating system.
 
The other members of XDA-Developers Forum also discussed the use of such methods so that the Goole cell phone G1, as well as other types of Android act as a Wi-Fi router in the future.

A Google spokesman said the company plans to release a software patch to amend this loophole.

Backgound

In chemistry, poly(tetrafluoroethene) or poly(tetrafluoroethylene) (PTFE) is a synthetic fluoropolymer which finds numerous applications. PTFE's most well known trademark in the industry is the DuPont brand name Teflon.

Water and water-containing substances like most foods do not wet PTFE, therefore adhesion to PTFE surfaces is inhibited. Due to this property PTFE is used as a non-stick coating for pans and other cookware. It is very non-reactive, and so is often used in containers and pipework for reactive and corrosive chemicals. Where used as a lubricant, PTFE reduces friction, wear and energy consumption of machinery.

Perfluorinated acid are mainly for textile, leather, packaging and coatings industries. In 2006, because of the United States Environmental Protection's advocation, 8 US companies including DuPont would ban on Ammonium Perfluoroocatanate completely before 2015. Ammonium Perfluoroocatanate is a chemical raw material for Teflon (PTFE) pans.

Three Gorges Project Started Rerouting the River

Rerouting of Yangtze RiverOn November 6, 1997, Three Gorges Project entered the stage of Yangtze River rerouting. The rerouting of Yangtze River is a symbol of first stage project's victory.

The Three Gorges Dam is a hydroelectric river dam that spans the Yangtze River in Sandouping, Yichang, Hubei, China. It is the largest hydro-electric power station in the world. Except the ship lift, all the original plan of the project was completed on Oct. 30, 2008, when the 26th generator was brought to commerical operation. Six additional generators in the underground power plant are being installed, with the dam thus not expected to become fully operational until about 2012. The total electric generating capacity of the dam will reach 22,500 MW.

As with many dams, there is a debate over costs and benefits. Although there are economic benefits such as flood control, clean hydroelectricity and navigation, there are also concerns about the relocation of people, siltation, loss of archaeological and cultural sites and the impact on regional ecosystem.

Project History

After the 1949 communist victory, the leader Mao Zedong supported the project, but the Gezhouba Dam project was begun first and economic problems including the Great Leap Forward and the Cultural Revolution slowed progress. In 1958, after the Hundred Flowers Campaign, some engineers who spoke out against the project were imprisoned.

During the 1980s plans were revived. Pushed through by Li Peng, the dam was approved by the National People's Congress in 1992 with a record number of abstentions and dissenting votes. The construction started on December 14, 1994. The dam was expected to be fully operational in 2009, but due to additional projects such as the underground power plant with 6 additional generators, and due to the complexity of the ship lift, the dam is not expected to become fully operational until about 2011. The dam will raise the water level the third time to its designed maximum water level (175 m above sea level) by the end of 2008.

Google Adds New Technology to Search PDF Files

GoogleGoogle rarely include scanning document in their search results page, because it can not determine the nature of the content. However, this situation will change. Google said it will use optical character recognition (OCR) software to enable Web surfers to search any PDF files which are developed by Adobe.

Evin Levey, Google product manager said that Google will use this technology to scan document into a text file. This will search for documents, index and return the answers to Google search queries.

Google's such a OCR application is expected to help Google Book Search. This is an ambitious and controversial plan releaseed by Google at the Frankfurt Book Fair 2004. Since then, Google scans 3000 books/day from the world's major libraries.

Although the plan was raised copyright concerns firstly. However, Google has reached a settlement with the Authors Guild and the Association of American Publishers on this issue. According to the agreement, in the United States, Google will be able to expand online access to millions of copyrighted books and other written content. The agreement to resolve a number of legal issues which challenge Google on the search and display the content of the copyrighted books. Google does not need copyright owners' approval and share digital versions of books with the libraries.

At present, due to the content of the network continues to multiply grow, the current search engine technology based on the nature of the text is clearly inadequate. This is because the current generation of search engines can only find multimedia files with notes text. Notes text is a laborious and time-consuming process. Content producers often overlook this issue.

Ryanair to Launch Low-Fare Transatlantic Flights

RyanairBudget airline Ryanair plans to offer trans-Atlantic flights as cheap as 10 euros ($12.70) before taxes to several U.S. cities from Britain and Ireland.

In an interview with Flight International magazine, Mr O'Leary, the Ryanair boss said he intended to fly to five or six US cities from Ryanair's 23 European bases before the end of the decade.

"Economy class will be very cheap - around €10. But our business class will be very expensive. There's always 10-15 per cent who'll pay whatever it costs for a wide seat," O'Leary said.

The €10 flights, which could begin by the end of next year, would be available for those booking early. Passengers would pay airport taxes on top of the fares. Mr O'Leary is expected to announce plans to buy more than 50 aircraft as part of his vision to help Ryanair beat the recession.

O'Leary said they will just have to keep flying more aircraft, opening up more routes and offering people more cheap flights.

Ryanair was Europe's original low fares airline and is still Europe's largest low fares carrier. In the current year Ryanair will carry 52m passengers on 800 low fare routes across 26 European countries. We have 31 European bases and by the end of March 2008 Ryanair will operate a fleet of 163 new Boeing 737-800 aircraft with firm orders for a further 99 new aircraft (all net of planned disposals), which will be delivered over the next 5 years. Ryanair currently employs a team of 5,000 people, comprising over 25 different nationalities.

Mass Transit Railway Began Construction

Mass Transit RailwayMTR, or Mass Transit Railway, is the rapid transit railway system in Hong Kong. The MTR was built since November 3, 1975 and first began service in 1979 and officially merged with the Kowloon Canton Railway (KCR) on 2 December 2007, still bearing the same name in English. The network includes 211.6 km of rail with 150 stations, including 82 railway stations and 68 light rail stops. The MTR system is currently being operated by MTR Corporation Limited (MTRCL). Due to its efficiency and affordability, the MTR system is a common mode of public transport in Hong Kong, with over 4 million trips made in an average weekday. The integration of the Octopus smart card fare-payment technology into the MTR system in September 1997 has further enhanced the ease of commuting on the MTR.

In 1967, construction of the MTR was prompted by a government-commissioned study. The Hong Kong Government had previously commissioned a study in the 1960s to find solutions to the growing traffic problem caused by the expansion of the city's economy. Construction started soon after the release of the study, and the first line was opened in 1979. The MTR was immediately popular with residents of Hong Kong; as a result, subsequent lines have been built to cover more territory. There are continual debates regarding how and where to expand the MTR network.

Boao Forum for Asia 2003 Anual Conference

The Boao Forum for Asia (BFA) Annual Conference 2003, originally planned for May, but postponed due to SARS, was held on November 2-3, in Boao, Hainan Province.

China's successful control of the SARS epidemic in record time made it possible for the BFA to hold the conference at its headquarters in Boao this year. Construction of new exhibition & conference facilities, and a brand new 500-room hotel as well as development of additional infrastructure have fully equipped Boao to hold such large international conferences.

Beijing Opened 5th Ring Road

Beijing's 5th Ring RoadNovember 1, 2003,Beijing opened 5th Ring Road. Beijing's 5th Ring Road is a ring road encircling the city about 10 kilometers away from the city centre. It takes the form of an expressway (although it is being modified in part as a city express road) and is 98 kilometres in length. Being a ring road, it has no natural start or end point, although the "0 km" mark is found near the northeastern stretch at Laiguangying, at the intersection with the Jingcheng Expressway. The expressway ring road is a provincial-level road in Beijing municipality.

All of Beijing's expressways, except for the Jingha Expressway, are interlinked with the 5th Ring Road. Being close to the Olympic venues for the games of summer 2008, it earns itself a nickname -- "Olympic Avenue".

Portions of the expressway have a maximum speed limit of 90 km/h, with the remainder imposing a speed limit of 100 km/h. There is a universal minimum speed limit of 50 km/h.

Six lanes (three up, three down) form the expressway ring road.
